Selection Criteria
CCIO*** PAN AMERICAN Championships

1. INTRODUCTION/ GENERAL CONDITIONS
1.1 The Canadian Equestrian Three Day Event Management Committee
plans to send the maximum horse/rider combinations as permitted under Canadian
Olympic Association and Federation Equestre International regulations to
compete in the 1999 Pan American Games - Three Day Event, which will take
place from July 31 to August 2, 1999, in Winnipeg, Canada.
1.2 The (CET) may nominate up to the maximum number permitted by entry regulations. All nominated entries must met the performance selection criteria as outlined in Section 3 within the qualification period.
1.3 Only Canadian citizens will be considered for selection. Riders must be current members in good standing of the Canadian Equestrian Federation and have signed and returned to CEF, the 1999 CET Athlete Agreement.
1.5 Horses must posses a current and valid FEI passport.
1.6 The CEF- CET Three Day Event Selection Committee comprises
of:
- CET Three Day Event Management Committee Chair
- National Three Day Event Team Coach
- A minimum of two members of the CET Three Day Event Management Committee
- Three Day Event Team Veterinarian (advisor)
1.7 Specific horse/rider combinations are that eligible to be nominated are not guaranteed final selection.
1.8 All riders wishing to be considered for selection will be required to sign a declaration of their commitment to the process and to abide by CET selection criteria (Schedule B) and CEF/CET and FEI regulations. Deadline for receipt of the declaration is January 30, 1999
1.9 At the time of declaration the rider is requested to provide the name, address and telephone number of the person who would be the groom.
The following groom restrictions will apply:
- A groom must be a minimum of 18 years of age.
- A groom may not be the rider's spouse.
1.10 The CET plans to take a Three Day Event Team Manager to the Pan American Games . Riders should be aware that it may be necessary that this person also serve as groom for one of the selected horse/rider combinations. Of course this will be done in consultation with the riders.
2. QUALIFICATION PERIOD
2.1 The qualification period is September 1, 1997 to May 16, 1999.
3. QUALIFICATION AND SELECTION CRITERIA /PROCEDURE
3.1 The procedure to be used to nominate the best combinations will be as follows:
a. Qualification
Horse/ rider in combination to have satisfactorily completed a CCI(CCIO)
3 star or CCI(CCIO) 4 star three day event with the following performance
results:
- at a CCI 3 star - finished in the top 50% of starters
or
- at a CCI or CCIO 4 star - completed with a maximum of 20 jumping
penalties on the cross country.
AND
Horse/rider combination to have obtained a FEI Certificate of Capability
for a CCIO 3 star three day event.
Note: for purpose of selection the definition of "starters" shall be the number of competitors who start the dressage test.
b. Selection
North American based horse/rider combinations having achieved the criteria
as outlined in point. 3.a. must take part in a preparation program consisting
of evaluations and training camps, as well as designated horse trials as
defined by the CET Three Day Event Selection Committee during the winter/spring/summer
of 1998-99. Additional preparation requirements may be requested by the
Selection Committee on an individual basis.
Exceptions will only be made if the events are cancelled whereby alternative competitions must replace these at the discretion of the CET National Three Day Event Team Coach.
3.2 From the "pool" of horse/rider combinations identified in (a) and (b) above, the best combinations as selected by the CET Three Day Event Selection Committee will be nominated.
3.3 The CET Three Day Event Selection Committee has the right not to nominate a team or individuals should it be of the opinion that the athletes/horses are not at Pan American Championship standards, or for any other reason.
4. ENTRY TO PAN AMERICAN CHAMPIONSHIPS
4.1 Once the athletes have been nominated, it is the CET National Three Day Event Coach's decision in consultation with the CET Three Day Event Selection Committee Chair and Team Veterinarian as to which horse/rider combinations will compete in the competition.
4.2 During final selection the following factors will be taken
into consideration:
- Performance results
- Soundness
- Horse/rider experience
- Ability of athlete to support others and contribute to the overall
Team effort
5. APPEALS TO CET NOMINATION PROCEDURE
5.1 Any appeals to the CET selection methods must be made according to "Appeal Procedures Pertaining to Olympic and Pan American Games and World and European Championships for Three Day Event Athletes" ( Schedule C.)
6. VETERINARY INFORMATION/ INSPECTIONS
6.1 Veterinary treatments conducted on declared horses must be reported to the Three Day Event Team Veterinarian, Dr. Allan Young (905-877-2923).
6.2 Soundness evaluations for North American based horses will be announced. Soundness evaluations for European based horses to be arranged.
7. FUNDING
7.1 The CET Three Day Event Management Committee is committed to securing the necessary funds in order to send a team of three (3) or four (4) horses and riders to this competition. However, riders should be aware that all costs may not be covered by the CET and that some financial responsibility may lay with the individual riders.
7.2 Should less than 3 qualified horses/riders be available to
enter and/or travel to the competition, the CET Three Day Event Management
Committee will support those riders and horses who are qualified to compete
in the individual competition.
